Etienne Paul Mendez, Chairman of the Board, is a Civil Engineer by profession. A graduate in Civil Engineering (1973, Mc Master University, Hamilton, Ontario, Canada), Mr. Mendez’s career, which started at FENCO, in Toronto Canada, has been a mix of Design Engineering Consultancy, Client’s Project Management, Contractor’s Construction Management, Project Director, and the owner of his own Design/Construct company. Mr. Mendez served as a Director for many years on the Board of the Point Lisas Industrial Port Development Corporation (PLIPDECO) the largest industrial estate and port in Trinidad & Tobago.

He has had responsibility for the Technical Direction of the development of a Community Centres Programme for the Government of Trinidad & Tobago with a project budget of TT $900 million.

As Founder and Executive Chairman of the Trinidad Dry Dock Company Limited he has, since 2008, conceptualized and promoted the development of three (3) large Dry Docking Complexes in the Western Hemisphere, in Port of Spain and Waterloo in Trinidad, and in the New Amsterdam region of Guyana using the Sullivan Island model.

His Engineering background has enabled him to complete the Front End Engineering Designs for the Port of Spain Dry Docks. .

His business experience has guided the preparation of 15 year Financial Projections, Feasibility Studies and Business Plans.
